For years, European officials warned that the continent's reliance on American technology could one day be turned against it. They wrote the white papers and held the summits, debating the risks in committee rooms. Then, over a single weekend in June, the warning stopped being theoretical.
According to reports and policy analysts, a U.S. Commerce Department export-control directive required licenses for foreign persons to access two advanced AI models, prompting the company behind them to suspend broader access while it worked through compliance. Because the systems ran on shared cloud infrastructure where a user's nationality could not be reliably verified, access was restricted more broadly than many users expected.
Some international users and organizations that had begun relying on the tools found themselves locked out, with little warning and few immediate alternatives.
The lesson Brussels had discussed for years arrived quickly: foreign rules can affect tools embedded across Europe's economy, and there may be little anyone in Europe can do after the fact.
The "kill switch" becomes real
The episode crystallized a fear that European policymakers had been circling for some time: that dependence on U.S. cloud, chips, and AI models leaves the continent exposed to a kind of "kill switch" controlled from Washington. What had been an abstraction in strategy documents was now much easier to imagine.
The reaction crossed ideological lines. In European policy circles, even many pro-American and pro-tech voices treated the cutoff as a wake-up call. The message was blunt: Europe cannot keep building its technology stack on access that a foreign government may be able to revoke overnight.
French officials were among the loudest, arguing that Europe cannot depend indefinitely on technology controlled by foreign powers. The European Commission, for its part, said restrictions should not be discriminatory and began assessing what they meant for European users. The diplomatic language barely concealed the underlying alarm.
A continent that saw it coming
What made the moment sting was that Europe had already started moving. Just weeks earlier, the European Commission had unveiled a sweeping tech-sovereignty package designed to loosen the continent's dependence on outside suppliers. Commission President Ursula von der Leyen has framed the stakes in stark terms, warning that Europe cannot afford to depend on others for technologies that keep hospitals running and energy grids stable.
The package leans on several pillars. A proposed Cloud and AI Development Act aims to reduce reliance on third-country cloud providers and strengthen Europe's domestic cloud and data-center capacity. A revamped Chips Act seeks to rebuild advanced semiconductor capacity on European soil, including efforts to attract or establish cutting-edge chip manufacturing within the bloc. And the EU has thrown its weight behind "AI gigafactories," massive computing hubs envisioned with vast numbers of advanced processors, intended to give European researchers and startups more sovereign access to serious compute.
The political scaffolding has been building for months. France and Germany convened a Summit on European Digital Sovereignty in late 2025 and launched a joint task force to report back this year. EU member states have also backed declarations calling digital sovereignty a pillar of economic resilience and security. Even major European companies have signaled interest, including the Schwarz Group, owner of supermarket chains Lidl and Kaufland.
Europe's homegrown champion
If Europe has a flag-bearer in this fight, it is Mistral, the Paris-based startup that has become the continent's most prominent frontier-AI company. Founded only in 2023 by former researchers from leading AI labs, Mistral has grown quickly, with reports pointing to a valuation near €12 billion after a major funding round led by Dutch chip-equipment giant ASML.
Crucially, Mistral has not waited for Brussels. The company has reportedly secured major debt financing, backed by a consortium of mostly French banks with the state investment bank Bpifrance in the lead, to support European AI infrastructure. It has also announced major European data-center plans, including a project in Sweden, and has reportedly targeted around 200 megawatts of European compute capacity by 2027.
Its pitch to European governments and regulated industries is simple: a model and infrastructure layer incorporated in Europe, subject to European law, with fewer jurisdictional questions hanging over sensitive data.
That pitch has teeth in sectors like finance, healthcare, and the public sector, where data-residency rules and compliance frameworks increasingly favor European-incorporated providers. Mistral's chief executive, Arthur Mensch, has warned lawmakers that Europe has only a limited window to avoid sliding into deeper dependence on American AI infrastructure.
The uncomfortable math
Yet beneath the surge of announcements lies a sobering reality, and Europe's most clear-eyed analysts are not sugarcoating it. Analysts estimate Europe controls only a small share of global AI compute, while the United States and China command far larger shares. The EU's headline investment pledges, impressive on paper, are still dwarfed by what the largest American technology companies can spend in a single year.
Talent and ambition are not the problem. Europe has plenty of both. The constraint is capital density and speed. A frontier-model company burns through compute and inference costs at a scale that is hard to sustain through public-private initiatives stretched across 27 member states and multiple budget cycles. Building world-class systems means more than buying accelerators and housing them in European data centers; it means controlling chips, software, data, energy, and the talent to keep pace with relentless hardware upgrades.
There are real bottlenecks, too. European industry faces higher electricity costs than many U.S. competitors, and the continent has wrestled for years with data-center demand outrunning the supply of power. Permits and grid connections lag, too. Sovereignty also comes with a price tag: European cloud alternatives can cost more, and companies must weigh that premium against the risk of depending entirely on foreign-controlled infrastructure.
Even the gigafactory strategy draws skepticism. Critics question whether concentrating billions into a handful of giant training hubs is the smartest response, or whether Europe is racing to copy a model that is already evolving toward distributed, inference-heavy computing. A full retreat into a "Europe-first" bunker, some warn, could leave the continent weaker rather than stronger, since real technological powers do not just use technology at home, they build it to export to the world.
